The Three Layers of the AI Agent Stack

Most conversations about AI agents collapse into two topics. Which model is smartest. Which orchestration framework to use. The third layer, the one that actually determines whether an agent ships work, barely gets discussed.
That layer is skills. And it's where most enterprise deployments are quietly failing.
Three Layers, Three Different Jobs
A working AI agent depends on three distinct layers, each solving a different problem.
The model layer handles reasoning. This is the foundation model doing the thinking, interpreting natural language, and generating responses. The orchestration layer handles execution. It decides which tools to call, how to route tasks, how to manage state, and how to recover from errors. The skill layer handles procedure. It tells the agent how a specific job gets done. What the output should look like. When to escalate. What to avoid. Without this layer, the first two produce capability without reliability.
The model can reason. The orchestration can execute. Only the skill layer knows what good looks like for a given task.
Why the Skill Layer Matters Commercially
Enterprises have spent two years discovering that a capable model is not the same as a capable worker. The numbers are consistent across every major research source.
A March 2026 survey of 650 enterprise technology leaders found that 67% of pilots show meaningful results, but only 10% ever reach production. These are not failures of model capability. The underlying models work. The orchestration frameworks work. What breaks is the gap between "the agent can generate a response" and "the agent can handle this job the way the business actually does it."
That gap is the skill layer.
What a Skill Actually Does
A skill encodes procedure. Not a prompt. Not a template. A reusable set of instructions that teaches the agent how to approach a specific kind of task, end to end.
Skills give agents access to procedural knowledge and company-specific context they can load on demand. It has since been adopted across Claude, OpenAI Codex, Cursor, GitHub Copilot, Gemini CLI, and more than two dozen other platforms.
A good skill typically contains three things. Context about the domain the agent is operating in. Step-by-step instructions for handling the task. Hard constraints about what to avoid, regardless of what the user asks. Some skills also include examples of good output, which research has consistently shown produces the largest single improvement in consistency.
The skill runs on top of the model. It does not replace the model. It tells the model what "good" looks like for this specific job.
The Pattern Behind Stalled Deployments
Look at why enterprise AI pilots stall and the same patterns appear.

Skills vs Prompts vs MCP
The three are often confused. They solve different problems.
A prompt tells an agent what to do once. It lives in a single conversation. When the conversation ends, the prompt is gone.
A skill tells an agent how a class of task should always be handled. It persists. It can be version-controlled, shared across teams, and triggered whenever the matching task appears.
MCP (Model Context Protocol) is a connection standard. It gives an agent access to tools, APIs, and data sources. It does not tell the agent what to do with them. As Anthropic has noted, skills and MCP are complementary. MCP provides the pipeline. Skills provide the playbook.
An agent without skills is generic. An agent with MCP but no skills has access but no procedure. An agent with the right skills is the thing a business actually pays for.
What This Means for Enterprise Deployment
The organisations that get AI agents into production share a pattern. They treat skills as first-class infrastructure, not as an afterthought.
Gartner projects that 40% of enterprise applications will include task-specific AI agents by end of 2026, up from less than 5% a year earlier. The gap between organisations that ship and organisations that stall will be defined by how seriously they take the procedural layer.
